While pundits long dismissed Barbara Coe and her California Coalition for Immigration as an extremist voice, that did little to stem their influence. Three of the most controversial grassroots uprisings of the past 20 years — 1994's Proposition 187, the Minuteman Project, and the Birther movement — can trace their origin back to the Huntington Beach grandmother, who passed away last week at age 79.
