Boyle Heights, Wilmington and the Sun Valley-Pacoima have long been considered toxic hot spots due to pollution levels from a variety of sources. Warren Olney talks to District Six Councilwoman Nury Martinez and USC's Dr. Manuel Pastor about how the new program will impact businesses and residents and what took so long for it to be enacted.
