The 54 block area of Skid Row in downtown Los Angeles has long been a stark reminder of the city's homeless problem. Forrest Stuart is an assistant professor of Sociology at the University of Chicago who spent five years on Skid Row with its residents and the officers charged with policing them. The author of the new book Down , Out and Under Arrest shares what he learned and what steps could be taken to begin meaningful change.
