Last week, an independent audit on the OC Fire Authority commissioned by Fire Chief Keith Richter scorched the agency, decrying it as a place where "accountability [is] lacking at all levels." It criticized everything from deployment practices to an alleged nepotism network regarding promotions to the morale of the department. Some in OC government are using the audit to call for the resignation of Richter, but the majority of the agency's governing board — which was also criticized by the audit as lacking much experience — seems to be backing Richter. What, if anything, will emerge from the report?
