Governor Brown isn't the only one dreaming about high-speed rail in California. China has come up with $100 million in seed money for a bullet train from LA to Palmdale to Victorville — and, finally, to Las Vegas. The technology is already there and there's plenty of traffic to Sin City — with tens of thousands of drivers who would rather be passengers.

Also, LA City officials are calling homelessness an "emergency." What does that mean? Will $100 million make a humanitarian disaster go away?

Los Angeles Declares a "State of Emergency" on Homelessness 10 MIN, 58 SEC

Homelessness has increased by some 12% in Los Angeles since last year. The 4000 people downtown on Skid Row are just 15% of the total on the streets of the city. Today, members of a City Council committee called homeless an "emergency," and called for $100 million for housing and other services.

LA to Las Vegas… by Rail? 15 MIN, 56 SEC

Since 2007, a company called XpressWest has been pushing for a bullet train from Los Angeles to Las Vegas along Interstate 15. It hasn't been able to raise money from private sources or get a loan from Washington. Now it's proposing a new, somewhat longer, route, making the trip by way of Palmdale, and a group of Chinese companies has come up with $100 million.
