Medical marijuana's been legal in California for 20 years — without any statewide rules and regulations. A law signed by Governor Brown on Friday is supposed to bring order to chaos and provide a framework for recreational marijuana — just in case voters legalize that, too. What's in store for growers, sellers, buyers, patients and possible new users? 

Also on the program, the LA City Council votes for a crackdown on homeowners using millions of gallons of water a year in the midst of a drought.

Should the Biggest Water Wasters Be Punished? 13 MIN

A recent investigation revealed that a Bel Air property owner's been using 11.8 million gallons of water a year — at a cost of $90,000 a month. Whoever it is lives in the district represented by City Councilman Paul Koretz, who today won a unanimous vote giving the DWP 30 days to find a way to crack down. The massive use of water by owners of mega-homes was discovered by the Center for Investigative Reporting, where Lance Williams is a senior reporter.

Can the Wild West of Marijuana Be Tamed? 12 MIN, 36 SEC

Last Friday, Governor Brown signed legislation designed to correct the mistakes of the past and prepare for the future. It finally provides statewide regulations for medical marijuana, approved by the voters in 1996. There is also a framework for recreational use — just in case it's legalized — in the near future. We get an update from a cannabis attorney and the California assemblyman who backed the legislation that provided much of the framework.
