LA Mayor Eric Garcetti has been trying to raise height limits and increase density in Hollywood since he was the city councilman there. But last week, a local judge put the lid on the $1 billion Millennium Hollywood project, which would feature towers 35 and 39 stories high near the Capitol Records Building. It's yet another blow to the Mayor's plan for densifying the entertainment center — and a blow to the process of development as usual at LA City Hall.
