Governor Davis kicked off this re-election year with his fourth speech on the state of the state. He began with a reminder of what happened September 11, what it meant to California, and how the state dealt with the crisis. Commending the legislature and the people for coping with terrorism, the energy crisis and the economic decline, he promised no new taxes to meet this year's 12 billion-dollar shortfall. We hear excerpts of the speech and get reactions from politicians and pundits. Senate Republican leader Jim Brulte represents parts of San Bernardino and Riverside Counties. Democratic Assemblyman Tony Cardenas, who chairs the budget committee, represents the Northeast San Fernando Valley.
