FROM THIS EPISODE

Ever the city trying to stand out from the crowd, Santa Monica is looking closely at a "living wage" for workers of certain businesses in its tourist districts closest to the beach. Will raising the minimum wage to $10.69 an hour cut seriously into the profits of, or even destroy, some of those businesses? Can workers survive on wages below that $10.69 level? How have other cities fared with higher than average minimum wages?
In the wake of the Tyisha Miller shooting case, Riverside's city council approved an independent civilian commission to oversee certain police investigations. In this special Reporter's Notebook segment, you'll hear from a city council leader, a police union official, and a representative of Tyisha Miller's family.
