If Director Michael Govan has his way, half the buildings at LA County's Museum of Art will be torn down and replaced by a single structure with curved glass walls topped by solar panels. The architect compares it to "an inkblot or a drop of water." Total cost: $650 million. The goal: to make Los Angeles an art center equal to Athens, Paris, Rome or New York. We ask Govan why he thinks he can succeed where others have failed. Also, many states prohibit some people from owning guns, but California's the only one that can track them down. Now it has $24 million in new money to do the job.

Even before becoming director of the LA County Museum of Art seven years ago, Michael Govan was talking with Swiss architect Peter Zumthor. The subject was a re-creation of LACMA, and the conversation is still going on. The goal is to elevate Los Angeles to become a center of art in the same league as Paris, Rome, Athens and —especially — New York. In June, LACMA will open an exhibition to showcase Zumthor's design. In the meantime, Goven is building interest by talking about it in various forums.
California Increases Gun Seizures ()
Since the Sandy Hook Elementary School massacre in Newtown, Connecticut, Washington has rejected new gun controls. In Sacramento, it's a different story. Governor Brown has just signed a law providing $24 million in new funds to take guns away from people who acquired them legally but where then disqualified. Michael Marois is statehouse reporter for Bloomberg News.
