LAPD Chief Bernard Parks says his department has checked off 80 percent of the recommendations from the Christopher Commission, formed in 1991 to help reform and change the culture of the LAPD. Is that what the Commission intended? While Parks has accomplished a great deal, critics say he's not taking the right course.
