Climate Talks in Warsaw as Philippines Gets Relief from Typhoon Typhoon Haiyan devastated the Philippines and that's raised a challenging question this week at a little-noticed conference on climate change being held in Warsaw: should industrialized nations compensate more vulnerable countries in a world of rising oceans and super storms?
