Federal Judge: Rising OC Homeless Deaths "Public Health Crisis"

Already overseeing a lawsuit regarding law enforcement and OC's homeless population, U.S. District Court Judge David O. Carter has decided to tackle another matter on the issue: skyrocketing homeless deaths. From 2005 to 2018, there's been a fourfold increase in the count, from 53 deaths to more than 250. Carter issued an emergency request to the OC sheriff-coroner demanding to know all the causes of homeless deaths since the start of 2018, declaring it a "public health crisis." What will Carter do with the info?
