Will the 1st supe district race hinge on homeless?

On Tuesday, the Santa Ana City Council will discuss whether to declare a public health and safety crisis over the hundreds of homeless people now living around the so-called Civic Center. This area of county-owned land houses courthouses, county buildings, the Santa Ana library and city hall and stands just next to Santa Ana's downtown. The issue is being pushed by council member Michele Martinez, who's running for the 1st Supervisorial District seat currently held by Andrew Do. Do and his fellow supervisors, for their part, have criticized Santa Ana for their handling of the homeless issue even though the vast majority of the homeless in the Civic Center actually set camp on county land. Will the responses of Martinez and Do help or hurt their supervisor campaigns?
