Inside California's Spending Plan

It took a little while – almost to the deadline, but California lawmakers passed a budget on time. The $156 billion spending plan sets aside money for paying down the state’s debt; building a financial reserve; and investing in child care and education. But Republicans are criticizing the budget, saying there’s too much spending and it shouldn’t include more money for the state’s high speed rail plan. That bullet train has Los Angeles implications, as do some other items in the budget.
