Democrats are winning in off-year elections even in GOP strongholds; and polls show the president’s job approval numbers declining  and a desire for Democrats to control Congress. Republicans say they have to “sell” their tax bill to win support for it, but their real challenge may be trying to prove that Trump is up to the task of being commander-in-chief.
