Last week, the Garden Grove City Council voted to send a letter to Riverside criticizing its decision to enter into a sister-city agreement with a Vietnamese town. Not signing the letter was new Garden Grove Mayor Bao Nguyen, born in a refugee camp yet arguing it was not Garden Grove's place for criticizing another city's political decisions. His decision was met with almost universal derision by many refugees in Little Saigon, whose anti-communist politics have long dictated the behavior of Vietnamese politicians under penalty of recall. Activists are threatening to do the same to Nguyen—but are his second-generation politics a sign of the future, or too much too soon?
