OC opens first year-round homeless shelter

Last month, the County of Orange opened The Courtyard, OC's first-ever year-round homeless shelter, in an old bus terminal in downtown Santa Ana. It's already operating at full capacity, with an average of over 300 people every night. But OC's homeless population continues to live in the nearby Civic Center, where the county's government stands, and affordable housing remains a pressing concern. How long can the Courtyard operate given its limitations?
