U.S. Fugitives in Cuba

While the US and Cuba laud the return to normal relations between the two countries—including today’s announcement of embassies re-opening in Washington and Havana—some seventy U.S. fugitives in Cuba are not celebrating. How to deal with these fugitives from U.S. justice remains a sticky legal issue.
