Can State Money Solve California's Housing Crisis?

Governor Jerry Brown says he and his fellow Democrats in Sacramento have come up with a new state budget for the upcoming fiscal year. There’s additional money for child care and early learning programs. But the star of the proposed spending plan is roughly $400 (M) million for low-income housing. Can the State House spend its way out of rising housing prices and rent costs, while wages remain relatively stagnant?
