Climate change legislation passed by the House is stalled in the Senate, and the latest possible compromise features a tax on gasoline. Though new taxes are anathema to Republicans, Senator Lindsay Graham of South Carolina thinks a tax at the pump might be the way to get votes from his GOP colleagues.
