The Belmont Learning Center in downtown L.A. was expected to be the nation's most expensive high school, if construction was ever completed. But concerns over explosive gas and toxic chemicals put a stop to the project. Just six months ago, conventional wisdom had it that politics and potential liability would make it impossible for Belmont ever to serve as a school. But there have been five years of promises to a neighborhood where existing schools are packed far beyond their capacity, and no easy alternatives have turned up. So, even though the elected School Board majority has stuck to its guns, the pressure to revisit Belmont has never let up. And now the prestigious--and powerful--BB oversight committee has added its voice to the chorus.
