MTA Fast Lanes Are So Successful They’re Slowing Down

Toll lanes on the 110 Freeway are supposed to speed up rush-hour traffic by charging more when the road gets more congested. But the Metropolitan Transportation Authority says they're becoming a victim of their own success. So many drivers pay the maximum of $1.40 a mile that the toll lanes are slowing down.
