If Proposition 8 passes in the city election on April 8th, two separate commissions will work side-by-side to reform the antique Charter of Los Angeles, which established the structure and mechanism of city government. Is charter reform just a power play between the City Council and the Mayor, or a genuine attempt to improve city government? Will the two commissions cooperate, or will conflict render the process futile?
