Federal supervision has been imposed-first over the MTA, now over the LAPD. Is Los Angeles ungovernable-or are local officials simply failing to do their jobs? Some people are warning of federal takeovers. Others say the decrees just help fix specific problems. In either case, why can't LA run its own affairs?
