Vaccine Exemption Ban Bill Begins Its Legislative Battle

To prevent an infectious disease from traveling takes a vaccination rate of 95%. The measles epidemic that started at Disneyland spread in areas where the rate was short of 50%. California is one of 20 states allowing exemptions from vaccinations for personal beliefs. Now some legislators are trying to change that. Democrat Richard Pan of Sacramento is a doctor and a lead author of Senate Bill 277.
