Proposition 5 promises treatment instead of incarceration for kids with drug problems and non-violent drug criminals. Parolees and prisoners would get treatment too. The nonpartisan Legislative Analyst says the treatment programs would cost a billion dollars a year while saving at least that amount on jails and prisons.
