LAPD's mea culpa on Rampart

The Board of Inquiry, investigating the Rampart Division scandal from within the Los Angeles Police Department, points to all levels of the department for "dirty cops" cases which have emerged. Can the report help the LAPD regain the trust of the public? Must outside investigators do their own report? Guests include LAPD Chief Bernard Parks, former assistant chief David Dotson, Merrick Bobb, a former deputy for the Christopher Commission's investigation after the Rodney King case, US professor Erwin Chemerinsky, who is working with the main police union in Los Angeles, and Joseph McNamara, a former chief in San Jose and author of "Gangster Cops."
