Four years ago, former Assembly Speaker Antonio Villaraigosa was ahead in both polls and fundraising in the Los Angeles mayoral race, but then City Attorney Jim Hahn pulled out a victory. Now, again ahead in fundraising and the polls, Villaraigosa is hoping that history does not repeat itself in his challenge to incumbent Mayor Jim Hahn. How does Villaraigosa respond to Hahn's charge that he's soft on gangs? This time around, can the front-runner hold on to his lead?   • Reporter's Notebook: Clean Fuel Fleet Rules of the AQMD
    Five years ago, the South Coast Air Quality Management District required that trucks and buses owned or contracted by public agencies be the cleanest available. Backed by the Bush Administration, industry groups appealed all the way to the US Supreme Court, saying the AQMD lacked authority to make such rules. The Court kicked the case back to Judge Florence Marie Cooper, who Friday decided the rules should be enforced. Julie Masters is an attorney for the Natural Resources Defense Council, one of the environmental groups in the case.
