The spending plan passed by the legislature and signed by Governor Brown was balanced on admittedly optimistic projections of revenues during the fiscal year that began on the first of this month. If they don't meet expectations, more spending cuts will be triggered in January. Controller John Chiang says last month's take was bigger than expected, but not big enough.
