Prop 49: Schwarzenegger-s After-School Program
Proposition 49 on next week-s ballot marks the political debut of Arnold Schwarzenegger. Whatever his ambitions may be, he-s not alone in putting big money behind the measure that would increase state spending to keep kids busy before and after school. Other supporters include the California Teachers Association and Howard Jarvis Taxpayers Association. While nobody disagrees with the goals, opponents, including the State Federation of Teachers and League of Women Voters, call it a bad approach to a good idea because rather than raise new money, Prop 49 would require that as much as $550 million in existing funds be locked in for specific programs, regardless of the state-s changing needs.
