Budget Cutbacks Looming for LA City and County

For the first time, Los Angeles' city budget will top $7 billion, but that's not enough to continue services at their present levels.  As expected, Mayor Villaraigosa says there will have to be cutbacks. Rick Orlov is City Hall Bureau Chief for the Daily News.
