All over Southern California, formerly sleepy neighborhoods are now crowded with traffic — all because the smartphone app Waze has become so popular with desperate commuters. Now there's a blowback from residents, and the Los Angeles Department of Transportation may be forced to take action. That's according to Joe Flint, who covers LA for the Wall Street Journal
