Based on past performance elsewhere, should issues like labor, welfare and the environment take center stage in city hall after the relative peace and prosperity of an administration focused on business and policing? How can LA and its future benefit from the experience of New York and its past? We turn to two men who have studied our city's past and meditated on its future, Fred Siegal and Raphael Sonnenshein.
