Terrorism is fast becoming the highest priority of U.S. foreign policy for the 21st century. The Clinton administration is proposing to spend nearly eleven billion dollars on counter-terrorism: increased CIA and FBI budgets, research into public health risks, equipping cities for domestic defense, and reinforcing embassies and military bases around the world.
