LA's elected City Controller doesn't control the city, but he or she does have subpoena power to investigate how well city departments are doing their jobs. On May 21, there's a run-off election billed as the Outsider versus the Insider. Does attorney Ron Galperin know the government well enough to find out what's wrong?
