The Trans-Pacific Partnership is billed as the biggest thing of its kind in world history: an international deal with the US and 11 other countries that account for 40% of global business. If Congress finally approves, the Ports of LA and Long Beach will get a lot more action. Beyond that, it could be a mixed bag for Los Angeles and the rest of California.
