A Shameful Problem that's Getting Worse

For decades, local officials have promised to end homelessness, but the number — in shelters, on the streets and in alleys -- continues to rise. In the past two years, they're up by 12% in Los Angeles County to more than 44,000 people -- men, women and children. That's according to the Los Angeles Homeless Services Authority, or LAHSA, an agency jointly established by the City and County, which has just completed its latest survey.
