Why California Should Position Itself as a Mecca for the Poor

We've heard talk for years now about how hard it's become for middle and working class families to make ends meet in California.  And in fact, some of them have been picking up stakes and moving to other states. So it may come as a surprise to find out that while all this has been going on, the poorest cities in California have been growing. Zócalo Public Square columnist Joe Mathews says this largely internal migration bucks a national trend.
