There's a lot riding on the 13 appropriations bills heading for the President's desk. As the nation contemplates protracted investigations of the President, Congress is trying to conduct its other business as usual. We'll look at riders and the process as a whole. How will the current batch of riders affect parks and public lands? What about the dues owed by the U.S. to the United Nations and the International Monetary Fund?
