West Hollywood is celebrating the re-opening of its major thoroughfare with an exhibition called, Art on the Outside. The median of Santa Monica Boulevard features some enormous chairs. Big earrings hang from the palm trees, and there-s a music box next to a bus stop. If you haven-t noticed, you-re not alone.
