With the storm over Belmont still echoing in the background, the LA School District faces more heavy weather: an escalating conflict over who's in control of 2.4 billion taxpayer dollars. The players include the elected board and its new staff; the oversight committee key to passage of Proposition BB; a private management firm; the Army Corps of Engineers; and visionaries who say the LAUSD's last, best opportunity for greatness is being squandered.
