Since Henry Waxman's surprise resignation, candidates have been lining up for a Congressional district that stretches from the Palos Verdes Peninsula to Malibu and into the San Fernando Valley. We hear from two Democrats: State Senator Ted Lieu and former LA City Controller Wendy Greuel. Also, by next month, Latinos will surpass whites as the largest "race or ethnic group" in California with 39% of the population.  It's been a long time coming, with major change just in the past few years. We look at the impact on education, politics and the economy.
