We try to understand the Paris attacks and their aftermath. Rich Lowry warns against mourning that doesn't address the problems and what should be done. How safe are we? Security expert Juliette Kayyem says we cannot talk about "zero risk" in this country anymore. Josh Barro asks why the American public is struggling with letting in refugees.
