Last week, the Orange County Grand Jury issued a report blasting OC Animal Care, a division of the county government in charge of the county's main animal shelter in Orange. It stated that an, "alleged void in leadership has resulted in either the inability of management to define the problems at hand or, if defined, an unwillingness to correct them." What's the main issue behind all the problems, and will Animal Care ever be possibly reformed?
