    The OC Animal Shelter's Never-Ending Problems

    Last week, the Orange County Grand Jury issued a report blasting OC Animal Care, a division of the county government in charge of the county's main animal shelter in Orange. What's the main issue behind all the problems, and will Animal Care ever be possibly reformed?

    Last week, the Orange County Grand Jury issued a report blasting OC Animal Care, a division of the county government in charge of the county's main animal shelter in Orange. It stated that an, "alleged void in leadership has resulted in either the inability of management to define the problems at hand or, if defined, an unwillingness to correct them." It's the second such damning investigation in as many months by the Grand Jury, which mentioned that previous grand juries have documented problems at Animal Care for the past 15 years. What's the main issue behind all the problems, and will Animal Care ever be possibly reformed?
