Is Russian President Putin a dictator? Health and Human Services Secretary Kathleen Sebalius steps down after the rocky roll-out of Obamacare.

Joining Bob Scheer (L) on today's panel are Mike Pesca (Slate.com), moderating from the Center; Matthew Continetti (Washington Free Beacon) bringing the conservative view; and Chrystia Freeland (Canadian Parliament) rounding out the Center.
