Why Are Health Insurance Rates on the Increase?

Under Obamacare, almost everybody has to have health insurance by next Monday or pay a penalty. For those who aren't covered by their employers or aren't poor enough to qualify for a federal subsidy, rates are 53% higher than they were last year.
