Are OC's Jails Better?

A federal investigation declares that Orange County's jails system have improved.

Six years ago, federal authorities began a thorough investigation in the wake of a horrific beating death of an inmate inside OC Men's Central Jail. With the investigation almost complete, its authors are declaring conditions in Orange County's penal system to be much improved, with credit given to Orange County Sheriff Sandra Hutchens for implementing much-needed changes in the wake of her predecessor, the disgraced Mike Carona. But are there some spots that the feds missed in their time here?
