These efforts come at a time when older cities are facing increased budget deficits brought on by aging businesses and the loss of redevelopment money, and council members argue that such tax increases are necessary to save cities from financial doom. But they're also being pushed by Republican-dominated city councils against the wishes of party leaders, who oppose tax increase, period. Which side will win?
