For Whom the Roads Toll

In the 1990's, the 241 and 73 toll roads were built on Orange County's last remaining open spaces, trumpeted by boosters as a privately funded solution to traffic problems. Twenty years later, the roads are not matching rider projections, are saddled with debt, and have cost taxpayers hundreds of millions of dollars. How long will OC residents tolerate footing the bill? Can the toll roads ever operate at a profit?
